Usually not they can spin inside the parent guide it is not a problem to hone them though.

If you broach close to size to lock them in the guide then you can finish ream them.

I prefer solid bronze guides, but also have all the thin wall stuff. I burnish with the smallest size I have, say for 11/32, it is .343. With spring back it ends up about .342. Then a Av&V carbide reamer will work. It cuts them like butter. Straight as an arrow and dead on size

Yep, that's how I do it.
Excepts the AV&V bit, I've got an old solid carbide reamer whose origins are lost in the mist of time, must have done quite literally thousands of guides but it still cuts clean, straight & on size.
I'll be devastated when I gotta replace it!
