In my opinion sometimes it's simply a step of larger intake into smaller head helps stop fuel from running down the runner at lower demand rpm.

Yes it does. But only for a fraction of a second, until the stagnation zone fills with liquid fuel and then resumes normal travel along the wall. Much better to pay attention to fuel preparation.

Well yah it goes w/o saying a perfect tune would be ideal but for some a step helps this way.
