Drum Hold Down Springs

I got a drum hardware kit today and the new kit comes with different types of hold down springs... 2 of them are the 'regular' ones then you have 2 stronger coil like springs... I figure one 'regular' one coil one per drum, but does it matter which shoe they go on? Like is one supposed to be on the primary shoe and the other on the secondary?
