That will be a load of our minds. The revenue from such vehicles would be a significant deterrent I should think.

Years ago I was involved in getting, "Kit-Cars", exempted in MO state rule 10 CSR 10-5.381.

It is possible to exempt "Kit-Cars", and such, but you have to be able to show that their numbers are so small that they actually don't affect local air quality to any significant degree.

You have to run the numbers and then convince EPA its not worth the trouble test them.

Been there done this in the St. Louis Metropolitan Area.. MO state rule 10 CSR 10-5.381 On-Board Diagnostics Motor Vehicle Emissions Inspection.
