Can't align Torque Converter bolts with Flex-plate Holes

I need some help guys. I just installed my tranny (SBF/C-4, and 7" A-1 converter) and everything is seated correctly but, as I turn the crank to sync the flex-plate holes with the torque converter holes, so that I can insert and bolt the together, both are turning at the same time. Is this normal, if so what can I do to get everything to line up? I am working alone so this is a pain in the ass, and the TCI flex-plate has small holes, so I don't have much area to work with. I thought the converter should spin relatively free but it's pretty tight. I can barely move it with my finger, which is all I can get into the small hole to turn it. Any help is appreciated.
