'99 ford taurus rack/power steering problem

This car is giving me fits!

Seals went out on original rack/pinion. Only 60K on car.

Put in a new rack... no more leaks... but it whines like crazy. Tried bleeding system both ways, by turning wheels and with a vaccum pump. Didn't work.

Put in a new power steering pump, same problem.

Put in a new high pressure line... problem fixed! Everything worked fine... for a couple of weeks... now it whines again, and power steering doesn't work.

Also when you turn off vehicle fluid shoots out of pump cap.

I know this is a common problem with these but know one seems to know what is really going on localy.

Help please this car hasn't been sitting on and off for a year because I'm so frustrated with it!
