Can it be done with normal drill bits?

Also if the piece is not hardened is it comparable to mild steel or cast iron etc, how will it wear if bolted on under pedestal mount rocker arms?

Should be relatively soft, drillable with regular drill bits. Are you talking about using it just for shims? If you are, it should work just fine, as the pedastals for jesel rockers are cold rolled steel (not hard at all) and they don't give any trouble.

Which would be best for drilling and sturdiness under Ford type pedestal rocker arms;

Oil Hardening ground flat stock AISI Type 01

4142 pre-hardened flat stock (hardness RC 26-34)

low carbon ground flat stock AISI type 1018

Starrett low carbon ground flat stock AISI type C1117

Air hardening ground flat stock AISI type A2

1018 will work just fine, doesn't even need to be ground, just mill it flat. It is cheap, plentiful, and easy to machine.

The reason I was looking at ground stock is it is available in thicknesses with tolerances of + - .001.

I don't have a mill so that would work great.

I need to move (shim) the rockers up about .125 or so to get the rocker arm tip where is is supposed to be.

The Oil Hardening ground flat stock AISI Type 01 is available in 64ths so that is what I would like to use.

I'd like to use a 1" wide strip which would somewhat "connect" all the rocker pedestals together.

These are RHS/ProTopline 360HPST heads for a Dodge 360 I haven't checked but the rocker bolt holes might be positioned closer to the intake face than a stock Magnum head, that is a good thing because it allows the use of longer valves.

That will also work. It doesn't need to be hardened either. If you're making a lot of these, the easiest way would be to laser cut them, holes & all, out of sheet stock.
