Use of Titanium fastners
is there any good reason NOT to use Ti fastners in applications where it would be beneficial (ie. rotating weight, unsprung weight)

Strength. I have seen some titanium bolts that were not half as strong as a grade five bolt. I would do some testing on one or two bolts before I spent too much money on a box of 100. And I wouldnt let the sales guy tell me how great they were either.
If somebody is making titanium bolts on a cnc lathe and they are using scraps of the very common 6al4v titanium, the 6al means 6% aluminum.
