Big block chevy torque plate 4.640" bore

I have a big block Chevy torque plate. I haven't used it. It came with the shop I bought out many years ago. It is stamped 4.540" on the plate but it actually measures 4.640". There is some bulging by the bolt area (see pictures with circles). $175. Will ship anywhere in the US for an extra $20.
